RELATIONS VIETNAM - AUSTRALIA:
1. Date of establishment of diplomatic relations with Vietnam: 02/26/1973
2. Political relations:
Date 02/26/1973, Vietnam and Australia established diplomatic relations and set up embassies in each country. In 2013, the two sides to conduct meaningful activities 40th anniversary of establishing diplomatic relations. During a visit to Australia by General Secretary Nong Duc Manh (9/2009), the two sides agreed to enhance relations Comprehensive Partnership.
On the basis of the good relations of friendship, recently the two sides regularly exchange visits and high level contacts (detailed in Section 7). The two countries completed the Programme of Action Vietnam - Australia 2010-2013 period (signed 10/2010) and are actively building Action Plan 2015-2017 delivery segment. The mechanism of bilateral cooperation is valued and held regularly, such as level strategic dialogue Deputy Foreign Affairs and Defence (3rd at 11/2014), Human Rights Dialogue (times 11 to 7/2014) , Consulting Consul (times 10 to 12/2014), consultation senior official development assistance (3/2013), Committee for economic Cooperation Trade -JTEC (11/2011).
3. economic relations, trade and investment:
Asian. On trade: Vietnam is the 15th trading partner of Australia. Australia is the 8th partner of Vietnam. Trade volume between the two countries has been gradually increasing and quite high, from 32.3 million in 1990 to $ 5.1 billion in 2013 and approximately $ 6 billion in 2014, (the rate of increase of 10% continuous 10 years, Vietnam has trade surplus). The major export items of Vietnam's crude oil (989 million dollars), telephone and assorted components (84.75 million USD). At the 14th ASEAN Summit in Hua Hin, Thailand (3/2009), Australia officially recognized Vietnam's market economy.
b. On investment: Up to now, Australia has 320 investment projects in Vietnam with a total investment of USD 1,651ty, ranks 19/101 countries and territories investing in Vietnam. Australia's FDI projects implemented effectively, focusing on the field of industry and construction, services, education, processing industry, agriculture, forestry, fisheries .... We currently have 17 direct investment projects in Australia with a total value of $ 137 million, notably on projects in the fields of processing industry, manufacturing, accommodation services and catering.
c. ODA: Australia maintained all ODA to Vietnam, achieving over 130 million AUD / year (AUD reached a record 150 million in 2012-2013). In fiscal year 2013-2014, in the context of Australia cut non-refundable aid, Australia's ODA commitment to Vietnam has reached 138.9 million AUD over year plan from 2014 to 2015 and 141.3 million is AUD.Australia grants to us AUD 160 million to build the Cao Lanh Bridge (Bridge groundbreaking ceremony took place on 10/19/2013 and scheduled for completion 10/2017).
4. The relationship of education and training:
In 40 years, Australia has provided Vietnam 4000 scholarships of all kinds. Vietnam ranks 7th among the scholarship recipients of the Australian economy. 1380 Australia is committed to providing scholarships in the 2012-2015 period, including 272 long-term scholarships and 88 short-term scholarships in 2013. There are 29,500 students and researchers are studying Vietnam in Australia. Many universities in Vietnam have joint training programs at undergraduate and graduate with Australian schools. The two countries signed an education cooperation agreement period 2013-2018 (June 6/2013) and established Joint Working Group Vietnam - Australia on education (2011).
5. Relationship of security and defense:
The two countries signed the MOU on Defence Cooperation month 7/2010 (on the occasion of the Conference BTQP Australia ASEAN BTQP expand in Vietnam). Defense Minister Phung Quang Thanh visited Australia May 3/2013.Since 1999 there have been 12 times the Australian naval ship visits Vietnam (2013, postponed due to technical malfunction ship). Training is a pillar in the field of defense cooperation of the two countries. Australia is the English-speaking world leader in English language training and expertise to the Ministry of Defense of Vietnam (from 1999 to date has trained in Vietnam and 1,756 students respectively in Australia with 537 participants). So far Vietnam has handed over the remains of 6 missing Australian soldiers during the war. The two sides are considering expanding areas of cooperation into the air, naval and submarines. Strategic Dialogue Mechanism of State - Deputy Minister of Defense level is set (from 2012) and maintained regularly.
The two sides will actively cooperate in the field of crime prevention, managing immigration, security intelligence and combat illegal migration. Center for Crime Prevention and transnational Vietnam - Australia (established in 2010 in Ho. Ho Chi Minh) active, working to help investigate crimes effectively. The two sides signed the Agreement on Extradition (2012) and the Agreement on mutual legal assistance on criminal matters (2014).
6. Co-operation in other areas:
Bilateral cooperation in the fields of labor, agriculture, tourism, people exchange is a positive development, Labor: Since the end of 2005 we have approximately 1000 workers brought Vietnam to work in Australia in the service industry (sales, telephone sales, the chef) and several engineering disciplines require hands high skills (painters, welders, assembly of automobiles ...); is promoting two sides signed an agreement Holidays Labor Program.
Agriculture: mainly in some areas such as improving water management, rural development, improve livelihoods and human resource development. The program supports water supply and sanitation in Vietnam brought many practical benefits.
Transportation: The two sides signed an agreement on Air Transport MoU dated 07.31.1995 and has pledged to supply the load and Liberalization month 1/2011 rights. Vietnam Airlines currently has 7 flights / week to Australia;Jetstar flights from Australia 3 Sydney to Ho Chi Minh City and are looking to open a flight Hanoi - Sydney. Tourism: 321 089 passengers in 2014 with Australia to Vietnam, ranking 8th among the top 10 market leading client sent into Vietnam.
Culture, people exchange: Australian supporters Hoang Thang Long recognized as World Cultural Heritage and sponsorship gives $ 10,000 to build the signposts at the Citadel. The two sides maintain exchange mechanism union Political Council Annual Exchange between Vietnam Youth Union and Australian youth delegates.
Vietnamese overseas: overseas Vietnamese community living in Australia has an estimated population of nearly 300,000 people. The amount of remittances sent to the country is increasing.
Regional cooperation and international: The two countries cooperate well in the regional forums and international such as ASEAN, EAS, APEC, UN. Australia was pro-election to the position permanent member of the UN Security Council for the term 2013-2014. Australia supported us in the UN Human Rights Council for the term 2014-2016, affirmed their support for our candidacy UNSC non-permanent member / 2020-2021 tenure and UN member UNESCO Executive Board from 2015 to 2019 term.
